In the efforts aimed at improving the Organization's management of peacekeeping operations, equal attention should be given to the importance of unity of command, lines of accountability, integration of efforts and the safety and security of peacekeepers.
The proposed reforms should be predicated on the objectives of unity of command in missions at all levels; coherence in policy and strategy; clear lines of accountability and responsibility at all levels; increased capacity of the Military and Police Divisions; close interaction and coordination with troop-contributing countries at every stage of peacekeeping missions, particularly the integrated peacekeeping missions; greater safety and security of United Nations personnel; more streamlined procurement processes to ensure full accountability, oversight and absence of conflict of interest; and adequate administrative and managerial capacity to provide solid logistical support to the missions.
NAM continues to stress the need for adherence to the guiding principles of this exercise - the preservation of unity of command in missions at all levels, coherence in policy and strategy, clear command structures in the field and up through to Headquarters, the importance of interaction and coordination with troop-contributing countries, and ensuring the safety and security of United Nations personnel.
The success of reform measures depended on the principles of unity of command and integration of efforts at all levels, in the field and at Headquarters.
We commend the efforts undertaken by the Secretariat along those lines and wish to reiterate that any initiative to be taken should work to ensure the greatest degree of unity of command, lines of accountability, integration of efforts and the safety and security of United Nations peacekeepers.
Having said that, we are nevertheless pleased that in the early stages of this process, the Secretary-General took into account our concerns regarding the issue of unity of command.
