The source material for this tutorial is an old book of decorative fonts, but it can apply just as easily to any scan or bitmap of a font. This tutorial describes the entire process, from scanning, to vectorizing to creating the font itself.

Vectorizing the image failed
When vectorizing drawings, it's important to be aware that the output can only be as good as the input. If you want something to be a line, but draw that as two lines with a clearly visible gap in between, then chances are it will come out as two lines.

Do not scale, filter, or otherwise alter the raw scan before vectorizing. You may crop it to the correct size, but more advanced operations typically only serve to remove information from the scan.
