This Decision establishes the eLearning Programme, a multiannual programme for the improvement of the quality and accessibility of European education and training systems through the effective use of information and communication technologies (ICT), hereinafter referred to as "the programme".

Niniejsza decyzja ustanawia program eLearning, wieloletni program na rzecz poprawy jakości i dostępu do europejskiego systemu kształcenia i szkolenia zawodowego poprzez efektywne wykorzystanie technologii informacyjno-komunikacyjnych (ICT), zwany dalej "programem".

Decyzja nr 2318/2003/WE Parlamentu Europejskiego i Rady z dnia 5 grudnia 2003 r. przyjmująca wieloletni program (2004-2006) w celu skutecznej integracji technologii informacyjno-komunikacyjnych (ICT) w systemy kształcenia ogólnego i szkolenia zawodowego w Europie (Program "eLearning")

The goal for the future is to prepare a "bespoke" elearning programme on the basis of determined educational needs.

W planach na przyszłość przewidywane jest stworzenie e-szkolenia na podstawie ustalonych potrzeb edukacyjnych.

The Commission has also stated that it will be making further efforts to ensure that schools and universities (inter alia under the eLearning programme), as well as libraries, museums and similar institutions, are connected to broadband networks.

KE oświadczyła też, iż w przypadku szkół i uniwersytetów (np. eLearning Programme), a także bibliotek, muzeów i innych instytucji kulturalnych dołoży wysiłków, aby zapewnić dostęp do sieci szerokopasmowych.

The Commission's proposed eLearning programme therefore refers expressly to the needs of people with disabilities, as do the action plans on language learning and linguistic diversity, and on skills and mobility.

The evaluation should include an external evaluation to be conducted by independent, impartial bodies.

Although the eLearning programme ended in 2006, the eTwinning action continues life aspart of the new Lifelong Learning Programme 2007-2013.
