In addition to a larger cache, the 7447 offers more pipelines, an improved front side bus (FSB) and most of all, a SIMD unit called the Altivec.
Some packages runs into illegal instructions, most probably due to incompatibilities with the Power8/9 ISA, or probably not all apps correctly support Altivec ABI.
For example, VLC was able to play FullHD Xvid content using 2 cores out of 24 available running at 1,6 GHz with Altivec enabled.
As you probably know, the PowerPC Notebook team had already selected Debian 9 (Stretch) OS, as it seemed to offer a lot of advantages (DFSG, Altivec, compatibility etc...).
Pioneered 10 years ago by Kontron (formerly Thales Computers/CETIA) the Ruggedizer has allowed generations of powerful computing nodes such as the legacy V4G4c (quad PowerPC Altivec SBC) to be deployed in the most difficult environments.
Different versions of SIMD are known as Altivec on PowerPC CPUs, various versions of SSE on Intel and, interestingly, NEON on ARM CPUs.
The bad side would be that many software developers spent a lot of time adapting their applications to the G4 AltiVec unit and to multiprocessor support, features the G3 chip lacks.

Note that the SPECmark95 doesn't take care of special abilities of today's architectures (cache types, MMX, 3DNow!, AltiVec,...), keep this in mind when comparing the results.
