A convolution encoder includes an input data acquiring section (F11) for acquiring input data, an encoding object data creating section (F10) for creating encoding object data from the input data, a storage section (M10) for storing data corresponding to the encoding object data, a mod2 adder (S10) for convoluting the encoding object data by using the data stored in the storage section (M10), and a switching section (F12) for switching at a predetermined timing encoding object data created by the encoding data creating section (F10) from the input data to the data created by using the storage section (M10).
A dynamic image encoding device (100) includes: a region division unit (101) for dividing a frame image constituting dynamic image data as an object to be encoded into a plurality of regions; an encoding unit (104) for encoding images of the respective regions; an inverse conversion unit (105) and an addition unit (106) for generating a reproduction image of the encoded image; a storage unit (107) for storing reproduced image; a prediction generation unit (108) for searching for a region of an image adjacent to the region of the image to be encoded in a predetermined positional relationship and having a high correlation with the reproduced image of the template region as a part of the reproduced image, from the reproduced image, and deciding a prediction signal according to the searched region and the positional relationship; and a subtraction unit (102) for generating a differential signal between the prediction signal and the encoding object image as a signal for encoding.
